About the Pennsylvania Economy League

For nearly 90 years, the Pennsylvania Economy League (PEL) has served as one of the Commonwealth's leading sources of independent public policy research and analysis. As a nonprofit, nonpartisan organization, PEL helps communities address complex challenges through data-driven research, technical assistance, and practical solutions that support strong local governments and thriving communities. Guided by its mission of "Strong Communities Through Good Governance," PEL works with public, private, and nonprofit partners to improve decision-making, strengthen economic competitiveness, and enhance quality of life across Pennsylvania.

Vinny Cannizzaro, PhD

Executive Director

Vinny brings a wide-ranging research background in local government and public policy. Before joining the Pennsylvania Economy League, he served as Director of the Arthur J. Glatfelter Institute for Public Policy at York College. In recognition of his leadership and impact, Vinny was named a 2025 Forty Under 40 honoree by City & State Pennsylvania. He holds a Ph.D. in Public Policy from the University of Maryland, Baltimore County.

Steve Jacob, PhD

Director of Research Initiatives

Steve is an applied social scientist whose work focuses on community well-being, place-based development, and the use of social indicators to inform public policy, planning, and long-term community vitality. Steve earned a Ph.D. and Master of Science in rural sociology from the Penn State University, and Bachelor of Arts in sociology from Salisbury State University. He has authored or co-authored over 80 peer-reviewed academic papers, book chapters, and reports, as well as presented at over 40 academic conferences and invited workshops.
